Recently, the National Intellectual Property Administration issued the “Notice of the National Intellectual Property Administration on Deepening the Special Campaign to Promote Patent Commercialization and Application and Accelerating the Establishment of a Long-Term Mechanism” (hereinafter referred to as the “Notice”). The Notice lays out a comprehensive plan centered on the critical milestone marking the conclusion of the three-year action plan for patent commercialization and application by 2025. With “facilitating the industrialization of a batch of high‑value patents” as the overarching objective of the special campaign, and guided by the general approach of “setting clear targets, prioritizing key areas, refining policies, institutionalizing best practices, and establishing long-term mechanisms,” the Notice underscores the need to build a sustainable mechanism for patent commercialization and application through four priority tasks.
The first task is to “promote, with high quality, the revitalization of existing patent portfolios held by universities and research institutions.” By addressing both supply and demand, we will deepen efforts to facilitate patent‑transfer matchmaking: online, we will guide the supply side in conducting robust data analysis and identify latent demand; offline, we will strengthen inter‑departmental coordination and organize and plan transfer‑matching activities in a systematic, well‑structured manner. Priority will be given to accelerating the commercialization of high‑value patents that enjoy consensus between universities and enterprises, while aligning policy and financial resources to enhance implementation efficiency. We will also explore piloting large‑scale AI‑driven models for analyzing existing patents across specific sub‑fields, enabling precise matching between supply and demand and improving the efficiency of patent utilization.
The second task is to “leverage patent commercialization to enhance the competitive edge of SMEs and key industries.” The Notice specifies that a group of model enterprises for patent commercialization will be rapidly cultivated, with policy and financial support helping these enterprises achieve economies of scale and develop patent‑intensive products. Efforts will be accelerated to establish mechanisms for coordinated intellectual property development across industries, systematically advancing the establishment of industry‑wide IP innovation consortia, industrial IP operation centers, and patent pools for priority sectors, thereby continuously strengthening the resilience and competitiveness of industrial value chains. Furthermore, measures will be taken to ensure both the quantity and quality of patent‑intensive products are improved, with strengthened policy guidance and enhanced implementation of the registration process for such products.
The third task is to “strengthen and enhance policy guidance for improving patent quality and promoting the industrialization of patents.” The Notice requires local authorities to systematically review and adjust assessment, evaluation, and funding policies related to patents. It also calls for universities and research institutions to refine and improve their relevant management systems, making the implementation of these measures a key criterion in the evaluation and accreditation of model universities.
The fourth task is to “accelerate the establishment of a long-term mechanism that promotes the commercialization and application of patents.” This involves improving and refining a dynamic, tiered, and categorized patent management system, with local authorities tasked to guide universities and research institutions in strengthening such management. It also calls for actively promoting innovative transfer models such as “use first, pay later” and “open licensing,” thereby bolstering the intrinsic motivation for patent commercialization. Furthermore, efforts should be made to establish and refine incentive mechanisms that facilitate patent commercialization, thereby further accelerating the implementation and industrialization of patents at universities and research institutions. In addition, we will expedite the development of an open, collaborative, and highly efficient ecosystem for patent commercialization and application, creating a closed-loop system encompassing technology R&D, evaluation and screening, capital matchmaking, proof‑of‑concept validation, small‑scale and pilot testing, business incubation, and market promotion. This will ensure the seamless integration and deep convergence of the innovation chain, the industrial chain, and the capital chain. Finally, we will strengthen the foundational infrastructure for intellectual property services at all levels and across all sectors, fostering a synergistic effect through the coordinated and complementary interaction of public and market‑based services.
