The State Council recently issued the “Opinions on Deeply Implementing the ‘Artificial Intelligence Plus’ Initiative” (hereinafter referred to as the “Opinions”).
The Opinions adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as their guiding principle, fully and accurately implement the new development philosophy, and uphold a people-centered approach to development. Leveraging China’s strengths—abundant data resources, a complete industrial system, and broad application scenarios—the document calls for strengthened forward-looking planning, systematic deployment, sector-specific policies, open sharing, and secure controllability. Focusing on key areas such as science and technology, industry, consumption, people’s livelihoods, governance, and global cooperation, it calls for the in-depth implementation of the “AI Plus” initiative, fostering new infrastructure, innovative technological systems, thriving industrial ecosystems, and new employment opportunities. This will accelerate the cultivation and development of a new quality of productive forces, ensuring that all people share in the fruits of AI-driven progress and better support the cause of Chinese‑style modernization.
The “Opinions” propose accelerating the implementation of six key initiatives. First, “AI Plus” in science and technology: speeding up scientific discovery, driving innovation in R&D methodologies and enhancing efficiency, and pioneering new approaches to research in philosophy and the social sciences. Second, “AI Plus” in industrial development: fostering new models and business forms that are natively intelligent, advancing the intelligent transformation of all factors in industry, expediting the digital and smart upgrading of agriculture, and innovating new paradigms for service-sector growth. Third, “AI Plus” in consumer‑oriented quality enhancement: expanding new scenarios for service consumption and cultivating emerging formats in product‑based consumption. Fourth, “AI Plus” in improving people’s well‑being: creating smarter ways of working, promoting more effective learning practices, and building a higher‑quality, better life. Fifth, “AI Plus” in governance capacity: ushering in a new vision of human–machine coexistence in social governance, establishing a new framework for secure, multi‑stakeholder governance, and jointly painting a new picture of ecological governance for a beautiful China. Sixth, “AI Plus” in global cooperation: advancing the inclusive and shared benefits of artificial intelligence and jointly building a global governance system for AI.
The “Opinions” propose strengthening eight foundational support capabilities, including enhancing model‑level capabilities, fostering innovation in data supply, coordinating intelligent computing resources, optimizing the application‑development environment, promoting a thriving open‑source ecosystem, bolstering talent development, reinforcing policy and regulatory safeguards, and elevating cybersecurity capabilities.
The Opinions stipulate that Party leadership must be integrated throughout the entire process of the “AI Plus” initiative. The National Development and Reform Commission is to strengthen overall coordination, while all regions and departments are to tailor implementation to local conditions and ensure effective execution, thereby guaranteeing tangible results. It is also essential to reinforce demonstration and guidance, promptly summarize and disseminate best practices, intensify publicity and outreach, broadly build social consensus, and foster a favorable environment in which the whole of society actively participates.
