Notice from the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration on the Issuance of the “Guiding Opinions on Launching the Construction of Zero‑Carbon Factories”

To the industrial and information technology authorities, development and reform commissions, ecological and environmental authorities, state-owned assets supervision and administration commissions, and energy authorities of all provinces, autonomous regions, municipalities directly under the central government, cities separately listed for planning purposes, and the Xinjiang Production and Construction Corps, as well as to relevant central enterprises:
In order to uphold Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding principle, thoroughly implement Xi Jinping’s Thought on Ecological Civilization, fully carry out the spirit of the 20th National Congress of the Communist Party of China and the successive plenary sessions of the 20th Central Committee, and implement the State Council General Office’s Action Plan for Green and Low-Carbon Development in the Manufacturing Sector (2025–2027), we will tap into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, promote decarbonization, efficiency gains, and a green, low-carbon transformation across key industries, and foster the development of new‑type productive forces. Accordingly, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration have jointly formulated the “Guiding Opinions on Launching the Construction of Zero‑Carbon Factories.” These are hereby circulated to you; please implement them conscientiously in light of your specific circumstances.
